Abstract:	1 IceCube Upgrade Project Review of Re-baselining External Panel Report 14 June 2022 2 PREFACE The National Science Foundation (NSF) established a panel to provide an external review of the re-baselining effort by the IceCube Neutrino Observatory (ICNO) upgrade (IC/U) project which was approved for construction in October 2018. The improved calibration resulting from the Project will be applied to the entire archive of IceCube data collected over the last ten years, thereby improving the angular and spatial resolution of the detected astrophysical neutrino events and facilitating ICNO’s search fors.
